The bill repeals a trigger associated with the child care contribution income tax credit
that specifies that the income tax credit is not allowed for any income tax year when general fund revenues for a fiscal year are not sufficient to grow the total state general fund appropriations by 6% over such appropriations for the previous fiscal year. The effect of removing this trigger is that the child care contribution income tax credit will be available for income tax years commencing on or after January 1, 2011, but prior to January 1, 2020, unless the general assembly acts by bill to remove or otherwise limit the availability of the income tax credit.

Creates the State Savings and Trust Fund or "rainy day fund" to financially help the state in time of economic decline. This resolution would allow the citizens of Colorado to vote on whether or not to establish such a fund. If approved by the voters, this fund would be created by increasing the already established General Fund Reserve, such that over time, 10% of the General Fund would be required in the "rainy day fund" and kept until needed. If any money from this fund is used, it would have to be replaced so that the 10% would always be there for use in tough economic times.

The Creation of the State Savings and Trust Fund (DelGrosso-Lundberg)Creates the State Savings and Trust Fund or "rainy day fund" to financially help the state in time of economic decline. This resolution would allow the citizens of Colorado to vote on whether or not to establish such a fund. If approved by the voters, this fund would be created by increasing the already established General Fund Reserve, such that over time, 10% of the General Fund would be required in the "rainy day fund" and kept until needed. If any money from this fund is used, it would have to be replaced so that the 10% would always be there for use in tough economic times.

Waiver of Late Vehicle Registration Fees (DelGrosso-Renfroe)Would create a grace period for vehicle owners that do not pay their registration fees on time. The bill states that a late vehicle registration fee would not be imposed on the vehicle owner until after the calendar month in which the registration date expires. This bill would also give the county clerks the option to waive the late fee if deemed beyond the vehicle owners control for being late.

Lien Rights During Foreclosure (Lundberg-DelGrosso)Clarifies the rights, requirements, and priority of lien redemption on foreclosed homes. The holder of a certificate of purchase of property at a public trustee's sale or sheriff's sale is entitled to pay off junior lienors during the redemption period for the amount of the lien plus allowable fees and costs.
